In our winter ‘98 issue, Carpenter argued that Rummel had gone overboard in claiming that democracies never make war on each other. In reply, Rummel methodically critiques Carpenter’s review, leaving Carpenter to claim that Rummel arbitrarily redefines “democracy” whenever confronted with examples of warlike democracies.
