Leonard Shabman is a Resident Scholar at Resources for the Future. Until 2002, he was on the faculty in the Department of Agricultural and Applied Economics at Virginia Tech, where he is now an emeritus professor. He has served as a staff economist at the United States Water Resources Council, scientific advisor to the assistant secretary of Army, Civil Works, and as a member of the National Academy of Sciences, National Research Council, Water Science and Technology Board. He has been appointed to and chaired several academies committees and has been recognized as an associate of the National Academies. Dr. Shabman has published papers on subjects ranging from natural hazard management to wetlands and water quality management and public investment analysis methods; he has provided consultation to governmental and nongovernmental organizations on these same topics.
