Richard W. Wahl
For 13 years, Richard W. Wahl was a senior-level economist in the Office of Polity Analysis in the U.S. Department of the Interior. After moving to Boulder, Colorado, he was an economist in the Environment and Behavior Program at the Institute for Behavioral Sciences at the University of Colorado in Boulder and a consultant on natural resource issues. Wahl holds a BS degree from the University of Colorado, an MA from Harvard, and a PhD from Johns Hopkins University. He continues his consulting work and maintains a strong interest in water policy. He is the author of Markets for Federal Water: Subsidies, Property Rights, and the Bureau of Reclamation, published by Resources for the Future.
