Hayeon Carol Park is a senior policy analyst at the Maryland Public Policy Institute in Rockville, Maryland, and a former policy researcher at the Independent Institute. She graduated with a M.A. in International and Development Economics from Yale University. She worked previously as a research associate at the Victims of Communism Memorial Foundation and as a policy analyst at the Reason Foundation, both in Washington, D.C.
