Amy E. Swearer is Senior Legal Policy Analyst in the Edwin Meese III Center for Legal and Judicial Studies at the Heritage Foundation. She received her J.D. from the University of Nebraska College of Law and she has served in the Lancaster County (NE) Public Defender’s Office. She recently testified before the Virginia State Crime Commission regarding the Virginia legislature’s attempt to radically restrict gun ownership.
