We document the recent pullback from international trade and propose plurilateral trade negotiations that would focus on industries where negotiations within the WTO are at a standstill. One model is the Summer Palace Dialogue, which was co-founded by one of the coauthors when he was Vice Chairman of the Joint Chiefs of Staff.
