Although Ursula Hickss contributions to public finance theory and practice were staples for a generation of students during the middle of the twentieth century, she is underappreciated today. Hicks served as a global clearinghouse of information at a time when the international flow of ideas was slow and often disrupted and she shaped the professional landscape as a reviewer and editor. She cofounded the Review of Economic Studies and served as its managing editor for nearly thirty years, making her the first woman editor of a leading economics journal.
