Operation Warp Speed established a first-of-its-kind partnership between private vaccine developers and federal agencies to quickly develop and distribute a Covid-19 vaccine. Although the partnership brought three Covid-19 vaccines to the U.S. market, many of the secondary consequences of establishing this partnership remain unexamined. We examine early indications of a ratchet effect stemming from the unprecedented governmental power granted during Operation Warp Speed.
