In our winter 98 issue, Carpenter argued that Rummel had gone overboard in claiming that democracies never make war on each other. In reply, Rummel methodically critiques Carpenters review, leaving Carpenter to claim that Rummel arbitrarily redefines democracy whenever confronted with examples of warlike democracies.
R. J. Rummel (19322014) was a professor emeritus of political science at the University of Hawaii and was a finalist for the Nobel Peace Prize in 1996.
